U.N. refugee chief quits after grope claim
U.N. refugee agency chief Ruud Lubbers resigned yesterday amid allegations he groped a 51-year-old American woman as she was leaving his office in Geneva in late 2003. Lubbers announced his resignation in a bitterly worded letter to U.N. Secretary-General Kofi Annan in which he slammed an internal United Nations report into the accusations as flawed and unfair.
