Man in skirt accused of flashing girls

Police in Titusville, Florida arrested a 56-year-old man in a yellow-flowered skirt Tuesday after he allegedly walked up to two young teen girls, lifted the garment he was wearing and exposed his genitals. "I was being playful," said cross-dressing flasher James Brown after his arrest. "I didn't see any children anywhere. I thought they were all off at school."
