Man arraigned in foot fetish feat

Police in Melville, New York arrested a man who on two occasions allegedly approached young teen girls out walking their dogs to chat them up about their feet. Andrew Marks, 42, reportedly began massaging one girl's feet without permission. He reportedly offered each girl $400 to model footwear and tried to get their phone numbers.
